ASIS is the preeminent international organization for security professionals, with more than 37,000 members worldwide. ASIS was founded in 1955 and is dedicated to increasing the effectiveness and productivity of security professionals by developing educational programs and materials that address broad security interest, such as the ASIS Annual Seminar and Exhibits, as well as specific security topics. ASIS also advocates the role and value of the security management professional to business, the media, government entities and the public.
The Las Vegas ASIS Chapter # 060 was chartered on August 29, 1976.

Chairman's Corner
Well, the first quarter is behind us and here we are in April. I want to bring everyone up to speed on where the Chapter is at, what we have accomplished, and what we have planned for the future. I want to once again thank the board members, committee chairs & members for their hard work. The board has looked over the various national policies & procedures and reviewed our chapter operations to insure we are in compliance with the various requirements. Because there is an entirely separate manual dealing just with finances, Treasurer Glenda Gray-Meyer and I are just finishing up on an entire review of financial operations. If there are any members that would like to volunteer for an audit committee, if needed, please let me know. We have revamped Chainlink, the chapter newsletter. We really like the current method of delivery, which is email, via our Constant Contact account. The flexibility, analytics, and email list handling are all outstanding. The chapter now has a telephone number - 702-302-4406 - and there is an item explaining more about it below. We were able to obtain a free account with a major email/web survey service and are in the process of writing a chapter survey. Through the results of this survey, we are hoping to understand the issues and concerns of the chapter and from that data, plan our events and services accordingly. So, when you receive an emailed survey from the chapter in the future, please take a few minutes to answer and send it in.It's completely anonymous and will be of great help. We have located and plan to use an online service to design, print, address, and mail post cards to every member of the chapter. We can proceed with this project shortly, now that we have a telephone number, and hope to reach members that we have wrong email addresses for, whose email system is rejecting or trashing our chapter email, or those who just don't know about our website. Speaking of our website, a few months ago our webmaster Walt Quering changed the site and it is now up to date information-wise. We are currently working on changes to the web host provider, have added some "official" email addresses (ie: webmaster@asis-lasvegas.org), and are working on the next version of the chapter webpage. To that end, if anyone has any graphic abilities and wants to submit any potential chapter logo designs for use with that new site, please send them in. We are researching ways to make the website more interactive and useful by including such features as a chapter calendar with details on events, a job listing page, the ability to pay with credit card on a secure page for chapter events or items, as well as the ability to receive further information and sign up on the website for events such as certification reviews, our security seminar, or to pay chapter dues online. We are also looking at a links page for chapter members who have business websites, as well as paid advertising. We have set up free accounts to secure web-based services, where the board members and committee chairs will be able to share, collaborate, edit, and save chapter documents, spreadsheets, and files, share community calendars showing chapter events, in addition to project/event management templates. So, as you can see, one of the major goals - in addition to insuring compliance with national requirements - has been chapter communications. We are planning to communicate with the membership through e-mail notifications and newsletters, as well as a postcard mailing to reach the members who do not receive the e-mail newsletter. In addition, we will establish one phone number for the chapter as a whole. We will also open a revamped website later this year. Through these means, we intend to involve more members in our activities and deliver more valuable services to the membership in order to strengthen our position as the leading security organization in southern Nevada. Plans are being worked on in regards to certification reviews and a chapter security seminar. If you are already a certified CPP, PSP or PCI, please consider presenting at our review/study group later this year. Keep an eye out for the request for presenters. Same goes for any member who is a subject matter expert on a variety of security related topics. Look for a call for presentations for the security seminar to be held in the 3rd quarter of this year. Eric Davis-Fernald Director of Security Operations Pinkerton Consulting and Investigations
Eric Davis-Fernald has an extensive background in business operations, including security, human resources and facilities management in the U.S. and internationally. Calling on his diverse background in human resources, cultural analysis and law enforcement expertise, Davis-Fernald designs and presents custom training for security professionals and all other public-facing roles in many industries. In addition, Davis-Fernald conducts facility and risk based security assessments and implements operational solutions. PROFESSIONAL:
Prior to joining Pinkerton, Davis-Fernald held various executive positions over an 11 year period at The Walt Disney Company, including Director of West Coast and Latin America Security Operations, Director of Facilities Management and Security Services, and Director of Security Operations.
Davis-Fernald was responsible for the design and implementation of an Expat Safety training, response and crisis mitigation for all Disney employees living abroad. He personally briefed executives and Board Members and was member of the rapid response team established to handle issues if necessary.
Davis-Fernald developed and implemented groundbreaking counter-terrorism training at all Disney's theme parks and resorts worldwide. This training focused on specific behaviors that when observed indicate a criminal intent. Davis-Fernald personally presented this training to over 1000 security officers within The Walt Disney Company. These training sessions were conducted in California, Florida, Tokyo, Paris and Hong Kong and were conducted in the native language of each country (via translators).
He has also designed and implemented a Workplace Violence Mitigation strategy and facilitated the training of Threat Assessment team members at all U.S. locations. He advised and worked closely with high-profile entertainment executives and celebrities regarding security concerns and protection. He successfully navigated the uncertainty of 9/11 including the implementation a cutting edge approach to physical security saving Disney millions of dollars in operating costs while insuring security for all employees and guests.
Before joining Disney, Davis-Fernald served as Manager of Human Resources for Pioneer Electronics. In this capacity he was top human resources executive supporting five North American subsidiaries with over 1000 employees. His purview included Organization Design and Planning, Employee Relations, Compensation, Human Resource Information Systems, Employee Development and Training, Staffing and Security Operations. |

Local Personal Protection Specialists Speak at Police Conference
Las Vegas, NV - April 3, 2009 -Steven Baker of VTI Associates and William Cage of Cage & Associates presented at the TREXPO West 2009, police conference.
Cage and Baker co-presented on Executive Protection/Private Corporate Security at TREXPO West 2009, which was held at the Long Beach Convention Center March 31 - April 3, 2009. The presentation covered information and tactics used by law enforcement officers who either work alongside corporate executive protection teams, or who are looking to transition into the corporate sector themselves. Flashing Amber Lights 
As Nevada Private Patrol licensees may have seen in the March issue of the Private Investigators Licensing Board (PILB) newsletter, the Highway Patrol completed an audit of Amber Light Permits issued to security firms and determined they should not have been issued based upon Nevada law (NRS 484.579). Nevada law regulates what vehicles may mount amber flashing lights, or use them on public roads. There is no current language in the NRS that specifically addresses vehicles operated by licensed Private Patrol firms and in the past the NHP has issued them to security firms under a vague section relating to vehicles which create a public hazard on the roadways. On March 31, 2009 the NHP sent a letter to all Security Company permit holders revoking the permits effective April 15, 2009. ASIS Member Rick Nicholas of Rancho Security Services has been working with the NHP and the Nevada Legislature. Through his work with Senator Copening, and with the NHP support, an amendment has been attached to a bill. If passed into law, it would add to the NRS specific language that would allow the NHP to issue Amber Light Permits to licensed Private Patrol firms, and regulate when they can use them upon the roads and highways. Based upon the amendment the NHP on Feb 27, 2009 issued another letter to permit holders extending the deadline until July 1, 2009, giving the legislature time to make changes in the law. There is always a chance the bill will not be signed into law and in that case the permits will be revoked.
